Transhipment Cargo Exemption Scheme :
Extension of the Validity Period of the Certificate of Exemption

This circular announces the extension of the validity period of the Certificate of Exemption issued under the Transhipment Cargo Exemption Scheme (the Scheme) from one year to two years for applications received from 1 April 2019 onwards.

2.New applicants and expired registrants who wish to enjoy the exemption from licensing requirements for the transhipment cargo under the Scheme in 2019 and 2020 are required to return the completed application form(s) and the supporting document(s) as indicated therein (if applicable) in person or by mail to the Manifest Checking Unit of this Department. For applications received from 1 April 2019 onwards, successful applicants will be issued with a Certificate of Exemption which will be valid from the date of issue in 2019 to 31 December 2020.
