The Mainland of China : Decision on the Reform of Investment System
The State Council of the People's Republic of China promulgated the "Decision on the Reform of Investment System" on 16 July 2004. The Decision aims to promote resources allocation by market forces by relieving the intervention from the government.
- According to the Decision, business enterprises will no longer be required to go through approval process for non-government sponsored projects. Instead, they will be subject to a confirmation system or a registration system. Enterprises investing in projects listed under the "Catalogue of Investment Projects Subject to Confirmation of the Government" should submit an application report to the relevant government departments. For projects outside the Catalogue, it will be subject to a registration system. A copy of the Decision is attached at Annex (pdf format) for reference.
