India : Initiation of Anti-Dumping Investigation concerning Import of Compact Discs-Recordable (CD-Rs) originating in or exported from certain economies including Hong Kong and the People's Republic of China
Further to Commercial Information Circular No. 144/2006, the Ministry of Commerce and Industry of India (hereafter as the Indian authority) has initiated an anti-dumping investigation against Compact Discs-Recordable (CD-Rs) originating in or exported from certain economies including Hong Kong and the People's Republic of China. A copy of the notification is at Annex (pdf format) for reference. Salient points are set out below-

The Indian authority has invited certain known exporters in Hong Kong to respond to the investigation by furnishing information in the form and manner prescribed in the exporters questionnaire. The questionnaire can be downloaded from the Indian authority's web site (http://commerce.nic.in/) or obtained from this Department upon request.
Information submitted by the known exporters, who are being addressed by the Indian authority separately, should reach the Indian Authority within 40 days from 12 April 2006. Other interested parties may also furnish information in the form and manner prescribed in the exporters questionnaire. The completed questionnaire should reach the Indian authority within 40 days from 4 April 2006. Relevant information should be submitted to :

BACKGROUND
- The Indian Authority initiated the proceeding on the basis of an application lodged by Optical Disc Manufacturers Welfare Association, New Delhi. It was alleged that imports of the product concerned were being dumped, thereby causing material injury to the Indian industry.
